Tier 2 Data Classification Deep Dive: The Guardrails Zone
What makes data Tier 2, how the AI Council process works, and how to redact in 30 seconds.
Most AI use across your organization is not Green and it is not Red. It is Yellow. At the property level, Tier 2 covers lease renewals, maintenance summaries, and resident communications. At the regional level and above, it covers rent rolls, owner financial reports, portfolio occupancy data, and vendor evaluations. Same tier, higher stakes. Today you learn what makes data Tier 2, how to submit requests to the AI Council, and the 30-second redactionREDACTIONRemoving identifying information from data before pasting it into an AI tool. You strip names, apartment numbers, SSNs, and phone numbers. What stays: lease rates, bedroom counts, amenity preferences. Example: "Maria Garcia, Apt 204B, $1,850/mo" becomes "[REDACTED], [REDACTED], $1,850/mo." Takes 30 seconds. technique that turns a risky paste into a safe one.

Objective: By the end of this session, you can identify Tier 2 data, explain the AI Council approval process, and redact identifying information from any document in 30 seconds.
Four Weeks In. Here Is Where You Stand.
You already own the classification system, the failure modes, the Never Zone, and the Fair Housing layer. That is banked.
Today we go deep on the zone that sits between Green and Red. The zone where most of your real AI work lives. Tier 2: Yellow. The Guardrails Zone.
Four Triggers. If Any One Fires, It Is Yellow.
Tier 2 is not about danger. It is about conditions. The data is not prohibited, but it is not free either. Here are the four triggers that move any AI use from Green to Yellow.
Proprietary DataPROPRIETARY DATABusiness information that belongs to your company and is not public. Example: your property runs at 94% occupancy with an average rent of $1,620. That data has no resident names in it, but it is still proprietary. Even without names, it stays Tier 2.
Occupancy rates, rent rolls (redacted), revenue summaries, vendor contracts, internal SOPsSOP (STANDARD OPERATING PROCEDURE)A written step-by-step guide for how your team handles a task. Example: your move-in checklist or after-hours emergency protocol. SOPs are proprietary because they describe how your company operates.. It belongs to your company. It is not public. Yellow.
Resident-Facing Output
Any AI-generated content that a resident, prospect, or applicant will see. Renewal letters, chatbot responses, marketing sent to a named audience. If it touches a real person, Yellow.
Pricing or Screening Adjacent
Rent comp analysis, renewal rate recommendations, vendor bid comparisons, budget varianceBUDGET VARIANCEThe difference between what you budgeted and what you actually spent or earned. Example: you budgeted $45K for maintenance but spent $52K. That $7K variance tells a story about your property. Proprietary and Tier 2. modeling. Anything that touches money or access decisions. Yellow.
New Unapproved Tool
Somebody found a new AI tool. Before anyone uses it: submit it to the AI Council for review. Review happens before use, never after. Yellow until approved.
One trigger is enough. If any one of these four fires, the use case is Tier 2 and requires AI Council approval before anyone proceeds.
Redact First. Classify Second. Use Third.
RedactionREDACTIONRemoving identifying information from data before pasting it into an AI tool. You strip names, apartment numbers, SSNs, and phone numbers. What stays: lease rates, bedroom counts, amenity preferences. Example: "Maria Garcia, Apt 204B, $1,850/mo" becomes "[REDACTED], [REDACTED], $1,850/mo." Takes 30 seconds. is the skill that turns Tier 3 data into Tier 2 data. It takes 30 seconds. Here is how it works.
Apartment: #204B
SSN: ***-**-4521
Lease rate: $1,850/mo
Lease expires: August 2026
2-bed / 2-bath
3-year resident, pet owner
Uses pool, dog park
Apartment: [REDACTED]
SSN: [REMOVED]
Lease rate: $1,850/mo
Lease expires: August 2026
2-bed / 2-bath
3-year resident, pet owner
Uses pool, dog park
30 seconds. Strip the name, strip the apartment number, remove the SSN entirely. What remains is Tier 2 data. Use it in an AI Council-approved enterprise AI tool.
What Tier 2 Looks Like On Site
If you are a leasing professional, property manager, assistant manager, maintenance supervisor, or marketing coordinator, these are your Tier 2 moments.
AI-drafted renewal outreach using redacted resident profiles. AI chatbot responding to prospect inquiries overnight. AI-generated follow-up sequences.
AI-summarized work order backlogs (redacted). AI-generated vendor scope-of-work documents using proprietary property specs. Preventive maintenance scheduling from equipment data.
AI-written resident-facing emails using property-specific amenity lists. AI-generated ad copy referencing proprietary pricing tiers. Social media responses drafted by AI for named properties.
Pattern: Proprietary data, resident-facing output, or pricing adjacent. One trigger, one answer: AI Council approval before use.
Higher Up, Higher Stakes. Same Rule.
If you are a regional manager, asset manager, VP of operations, or anyone who touches portfolio-level data, Tier 2 is where you live. The data is bigger. The stakes are higher. The guardrails are the same.
Rent rolls contain names, apartment numbers, balances, and lease rates. Redact first. Then use the redacted aggregates (occupancy percentages, average rates, revenue totals) in an approved enterprise AI tool to draft owner reports, variance analysis, or portfolio summaries.
Budget variance analysis across twelve properties. CapexCAPEX (CAPITAL EXPENDITURES)Large one-time spending on property improvements: new roofs, HVAC replacements, parking lot resurfacing, amenity upgrades. Example: budgeting $180K for a clubhouse renovation. Always Tier 2 because it reveals your investment strategy. planning from redacted maintenance histories. Market comp analysis using proprietary pricing data. Revenue forecasting. All proprietary. All Tier 2. All require AI Council approval and enterprise AI.
Vendor evaluation summaries using proprietary contract terms. AI-drafted RFPsRFP (REQUEST FOR PROPOSAL)A formal document you send to vendors asking them to bid on a project. Example: you need a new landscaping contractor, so you write an RFP describing the scope, timeline, and budget. Using AI with internal specs makes it Tier 2. referencing internal specs. Due diligence document review for acquisitions. Performance benchmarking across properties using internal KPIsKPI (KEY PERFORMANCE INDICATOR)A measurable number your company tracks to evaluate success. In multifamily: occupancy rate, renewal percentage, average days to lease, and maintenance response time. Your KPIs are proprietary and Tier 2..
The rule does not change at the regional level. It scales. A property manager redacts one resident's data. A regional manager redacts an entire rent roll. Same skill, same 30 seconds, bigger file. The AI Council approves the workflow once and it applies across your portfolio.
The AI Council: Submit Before Use. Not After.
The AI Council is the decision authority for every Tier 2 use case. Not your manager. Not your VP. The AI Council. Here is how the process works.
Identify the Tier
Does any of the four triggers fire? If yes, it is Yellow.
Submit to AI Council
Describe the use case, the data involved, and the tool you want to use.
Wait for Approval
Do not use AI on Tier 2 data until the AI Council says yes. No exceptions.
Use with Guardrails
Approved tool. Redacted data. Output reviewed by a human before it goes anywhere.
A manager can advocate. A VP can escalate. But the AI Council is the decision authority. This protects everyone in the chain, from the leasing professional to the owner.
Enterprise AIENTERPRISE AIAn AI platform your company pays for and controls. It has security settings, data retention limits, and admin oversight. Example: your company licenses ChatGPT Enterprise. Your data does not train the model. Different from the free ChatGPT on your phone, which may store what you paste. vs Consumer AI
The same AI tool can be Tier 2 or Tier 3 depending on which version you use. Here is the thing: your free ChatGPT account and your company's enterprise ChatGPT are not the same product.
Your data may train future models.
No admin controls or audit trail.
Data retentionDATA RETENTIONHow long an AI tool keeps the information you paste into it. Example: if you paste data into a free AI tool, it may be stored indefinitely and used to train future models. Enterprise agreements let your company set retention limits. is indefinite or unclear.
No company oversight of what goes in.
Your data does not train the model.
Admin controls and audit logging.
Retention terms defined in your contract.
IT and leadership have visibility.
Same tool name, different rules. A regional manager pasting redacted occupancy data into enterprise ChatGPT with AI Council approval? Tier 2 done right. The same data into a free personal ChatGPT account? Tier 3 violation. The platform decides the tier.
What to Strip. What Stays.
Print this. Keep it next to your screen. Every time you prepare data for AI, run through this checklist.
Redaction is not complicated. It is a habit. Strip the left column. Keep the right column. Use enterprise AI. Get AI Council approval. That is Tier 2 done right.
The Four Questions You Will Ask
These come up every time Tier 2 gets taught. Here are the answers in your back pocket.
Default to Yellow. When in doubt, Yellow it out. Send it to the AI Council for review. Going Green when unsure is the move that creates problems. Defaulting to Yellow and asking for review is what builds careers.
Your AI Council should have a standard intake process. If one does not exist yet, ask your leadership team to create one. The point is: review happens before use, not after. No one uses a new AI tool until the AI Council says yes.
RedactionREDACTIONRemoving identifying information from data before pasting it into an AI tool. You strip names, apartment numbers, SSNs, and phone numbers. Takes 30 seconds. helps, but it is not automatic Green. If the data still contains proprietary dataPROPRIETARY DATABusiness information that belongs to your company and is not public. Example: your property runs at 94% occupancy with an average rent of $1,620. That data has no resident names in it, but it is still proprietary. Even without names, it stays Tier 2. like lease terms, occupancy numbers, or pricing, it stays Yellow. Redaction removes the names. Classification decides the tier.
A rent roll contains resident names, apartment numbers, lease rates, and balances. That is Tier 3 data in its raw form. Redact first: strip names, apartment numbers, and any personally identifiable information. What remains (occupancy percentages, revenue totals, rate averages) is Tier 2 proprietary dataPROPRIETARY DATABusiness information that belongs to your company and is not public. Never a free consumer account.
The Renewal Outreach Generator
Personalized renewal emails from redacted data. Tier 2 done right.
Lease renewal season. You have 40 renewals expiring next month. Each resident is different. Here is the thing: AI can write personalized outreach for every one of them. But the data has names, apartment numbers, and lease rates. That is Tier 2. The redaction step comes first. Then the AI does the heavy lifting.
Long-Term Resident, Small Increase
Notice: No resident name appears in the prompt. No apartment number. No SSN. The AI never saw those. That is the redaction step working.
First-Year Resident, Larger Increase
Same prompt structure. Same redaction step. Completely different outreach. The AI flexes for the resident. The guardrails keep the data safe.
Try This Today
Redaction is the 30-second skill that turns Tier 2 into your power zone. Next week: the Green Light Zone, where everything you can use freely lives. See you Tuesday.
Is This Yellow? Follow the Path.
Use this decision tree any time you are not sure whether a use case is Tier 1 or Tier 2. Start at the top.
When in doubt, Yellow it out. Default to Tier 2 and let the AI Council decide. Going Green when unsure is the move that creates problems.
Common Documents: Before and After
Four documents you handle regularly. Here is what stays and what goes for each one.

Take this anytime, even after you close this page. Wrong answer? You get an educational tip. Your results submit anonymously to help us improve the workshop. No login. No name. No email collected from you. Answer honestly. That is where the learning happens.
Redaction is step one. AI Council approval is step two. Both must happen before you use AI on Tier 2 data. Your manager can advocate, but the AI Council is the decision authority.
When in doubt, Yellow it out. Proprietary data without names is still proprietary data. Default to Yellow and let the AI Council decide.
A Social Security number in any AI tool is always Red. No exceptions. No approved tool changes this. No redaction of other fields changes this. The SSN itself is the Red line.
Tier 2 is not about slowing you down. It is about making sure the right guardrails are in place before proprietary data moves, before resident-facing content goes live, and before new tools touch company information.
Tier 2 feels safe because it is not Red. But proprietary data leaks, AI-generated resident communications with errors, and unapproved tools all create real exposure. Governance review catches what good intentions miss.
